Pittsboro, NC – The Town of Pittsboro held an All-Hands Safety Briefing and Work Plan Review with Google Fiber and its contractor, Hyper Networks, on Monday, November 2, 2026. Representatives from other utilities operating in the area were also in attendance.

Development Services Director Maie Armstrong facilitated the meeting and reinforced the Town’s safety, permitting, communication, and coordination requirements.
Following the meeting, the Town determined that Google Fiber work may resume Tuesday, November 3, 2026, subject to the additional safety measures and requirements outlined in the Town’s Fourth Corrective Action Notice, along with improvements identified in Google Fiber’s investigation report.

The Town has reinforced existing requirements and established additional requirements for Google Fiber and its contractors as work resumes, including:
- Work may occur only in areas authorized by Town-approved plans and after all required communication and coordination with the Town has been completed.
- Affected residents and businesses must be notified before crews arrive. Roadway closures must be coordinated with the Town and North Carolina Department of Transportation (NCDOT), with required public notice provided at least 24 to 48 hours in advance.
- Google Fiber must provide the Town with each day’s work schedule and look-ahead before crews begin work. Changes to scheduled work locations or scope must be communicated to and coordinated with Town staff before work begins.
- Digging may occur Monday through Friday from 7 a.m. to 4 p.m., with work fully shut down by 5 p.m. Work will not be permitted during designated work stoppage periods associated with Town holidays, closures, and special events.
- Lane closures and restrictions are limited to 10:30-11:30 a.m. and 1:30-2:30 p.m., with the Town receiving 24 hours’ notice. Improved signage identifying closure times, delays and detour routes is also required.
- Directional drilling may not occur without a minimum 3-foot soft dig and 3-foot lateral spot dig for all utilities. Areas with tight spacing between multiple utilities must be soft dug to prevent utility strikes.
- Any utility strike will result in an automatic work stoppage for all crews and active contractors working within Pittsboro and its extraterritorial jurisdiction (ETJ).
- The Town is requiring a one-to-one ratio of crews to supervisors or foremen moving forward.
No Google Fiber work may be performed by any contractor during the following scheduled work stoppage periods:
- Downtown Pittsboro: Nov. 5-9, Dec. 4-7, and Dec. 17-21
- Townwide: Nov. 9-12, Nov. 19-30, Dec. 10-14, Dec. 23-28, and Dec. 30-Jan. 4
These work stoppage periods correspond with scheduled Town holidays, closures, and special events, and are included in the Town’s corrective action requirements.
The Town will continue monitoring work to ensure compliance and minimize disruptions to the community. Residents or businesses experiencing concerns related to this work are encouraged to contact Development Services Director Maie Armstrong at [email protected] or (984) 282-6706.
