Charlotte, NC – More than 36,000 Walmart and Sam’s Club associates in North Carolina will soon receive pay increases and bonuses totaling $54,689,899. Walmart is also significantly expanding parental leave and adoption benefits for its associates statewide.

The increased wages and benefits in North Carolina are part of Walmart’s January 11 announcement that it is raising the starting wage rate for hourly associates across the country to $11.  Walmart will provide a one-time cash bonus of up to $1,000 to eligible associates as well as expand its benefits offerings. The changes place Walmart as one of the leading companies in America when it comes to parental leave.

There are two Walmart stores located in Chatham County. One is in Siler City and the other is located in northeast Chatham on 15-501 near the Orange County line.

Walmart Final Wage IncreaseHere are some highlights specific to North Carolina:

·         More than 36,000 Walmart and Sam’s Club associates in North Carolina will soon receive wage increases and bonuses totaling $54,689,899

·         More than 25,000 Walmart and Sam’s Club associates in North Carolina will receive a wage increase of more than $40,100,000

·         More than 36,000 Walmart and Sam’s Club associates in North Carolina qualify for a one-time cash bonus totaling $14,538,250

·         Walmart’s new average hourly wage for full-time associates in North Carolina will be  $14.21

·         In North Carolina and across the country, associates will receive expanded parental and adoption benefits including:

o   Full-time hourly associates in the U.S. receive 10 weeks of paid maternity leave and six weeks of paid parental leave

o   Salaried associates will receive six weeks of paid parental leave

o   Full-time hourly and salaried associates will receive up to $5,000 per child in financial assistance to support adoptions

Silk Hope, NC – The wait is over for the residents and businesses in parts of the Silk Hope community. The Randolph Communications Board of Directors met on the evening of Tuesday, June 27 and approved the first step—PHASE 1—to bring high-speed internet to the underserved broadband customers in that area.  We are calling this expansion, Project: Silk Hope.

Who is included in Phase 1?  Phase 1 includes residents and businesses on the Silk Hope Liberty Road (starting at Bowden Road) continuing to the intersection of Silk Hope Liberty Road & Silk Hope Lindley Mill Road (at the Silk Hope Fire Department).  That first phases includes approximately 40,000-feet of construction. Construction is set to begin October 1, 2017, with services being turned by year end 2017 (weather dependent).

Some may be asking what about me?  The entire interest area covers well over 202,000-feet of construction and we have to start somewhere. Phase 1 is contiguous to our boundary and based on sign-ups presents the best business case for our company.  But please don’t worry. We need everyone to continue to submit their applications. We are still lacking the number of applications other areas. Therefore to complete additional phases we need more applications on the designated proposed fiberhood routes. Those fiberhood routes are being updated and will be visible on our myrandolphfiber.net very soon.

Will there be additional Phases?  Absolutely, if we receive enough applications along the designated fiber routes.

Please know that Project: Silk Hope is a huge priority for Randolph Communications. We will be doing door-to-door canvassing efforts in the community and would welcome more meetings for anyone interested in learning more about our services.  We are committed to providing quality and reliable services on fiber optics but we need your help to make that happen. Siler City, NC – On July 3, 2017, Daymark Recovery Services opened a Comprehensive Community Clinic in Siler City that will provide an array of mental health and substance abuse services.  The center is located at 1105 E. Cardinal Street in the old County Health Clinic. It will be open Monday-Friday, 8 am to 5 pm.

“We are excited to be opening a center in Chatham County and look forward to partnering with other county agencies to increase mental health services to the residents of Chatham County,” said Jerry Earnhardt, regional operations director for Daymark, covering the Chatham area.

Daymark’s clinic services will include: outpatient mental health and substance abuse services, comprehensive clinical assessments, psychiatric evaluations, medication management, substance abuse intensive outpatient (SAIOP), and intensive in-home (IIH) services for ages three through adult.

“One important element of our services is our Advanced Access,” said Earnhardt. “We do not require anyone to make an appointment to access initial mental health or substance abuse services. If a person wants services or are in a mental health or substance abuse crisis, they simply need to walk into our center.”

The new client will receive an assessment by a clinician, who will get them quickly involved with the most appropriate services. After July 1, the phone number to call to make an appointment is 919-663-2955.

“When we first learned that Daymark was interested in coming to Chatham County as the primary community services provider, we were so pleased,” said Debra Henzey in the County Manager’s Office. “They have an exceptional record and have been so easy to work with in the transition process.”

Henzey noted that the transition period could be a minor inconvenience for existing clients of these services. “However, we feel like Daymark has the right type of organization to succeed and thrive in Chatham.”

Raleigh, NC – The Triangle Business Journal has selected Kyle Touchstone, president of Chatham Economic Development Corporation, as one of the winners of its “40 Under 40” Leadership Award. The award recognizes 40 of the most influential and highly accomplished young leaders in the Triangle Region. They select winners based on their contributions to their organization and the community.

Touchstone joined the Chatham EDC as president in February 2016 and leads the organization’s implementation of a comprehensive economic development plan for Chatham County, which includes three program areas of business attraction, business retention and expansion, and entrepreneurship.

In May 2016, Touchstone successfully led efforts to recruit Mountaire Farms to Siler City, which represents an investment of $70 million and the creation of 700 new jobs. It will be the largest private employer in Chatham County once operational.

“Kyle stepped into a fast-paced economic environment and hit the ground running,” said Chris Ehrenfeld, who chairs the Chatham EDC Board of Directors. “He has done a great job of connecting with a vast network of people throughout Chatham County and the Research Triangle, which is required to be successful as an economic developer. He has earned respect throughout Chatham County.”

During Touchstone’s year in Chatham County, he has furthered the development of Chatham County’s two megasites, the Chatham-Siler City Advanced Manufacturing (CAM) Site and the Moncure Megasite. Both sites have been awarded infrastructure grants of $4 million through the Golden LEAF Foundation’s Major Site Development Initiative.

“This is well-deserved recognition,” said Chatham County Manager Renee Paschal. “Kyle works tirelessly on many different fronts. For example, he has recently been playing a key role in helping us defeat or revise proposed state legislation that would hurt economic development efforts in Chatham.”

Touchstone’s economic development career has included roles in Mississippi, Tennessee and Florida over the past 11 years. A graduate of Mississippi State University, Touchstone holds a Bachelor of Arts in Political Science and Communication. In 2011, he completed the University of Oklahoma’s Economic Development Institute certificate program.

Touchstone is active in several business and civic organizations, including the Siler City Rotary Club, Siler City Development Organization, Chatham Chamber of Commerce, Research Triangle Regional Partnership, North Carolina Economic Developers Association, Southern Economic Development Council and International Economic Development Council.

Pittsboro, NC –   The Chatham County Board of Commissioners has scheduled public hearings at the Historic Courthouse in Pittsboro on April 17, 2017 at 6 pm on proposed option agreements to purchase the Chatham-Siler City Advanced Manufacturing (CAM) and the Moncure megasites. The county would only purchase land under the options when one of the sites is selected by an industry.

In December 2016, both megasites received a total of $8 million in infrastructure extension grants from the Golden LEAF Major Site Development Initiative. However, Golden LEAF requires that the properties be under public control with a fixed price for five years. The options under consideration assure this requirement is met, while leveraging the county’s investment several times over.

Golden LEAF awarded the Town of Siler City $4 million to extend water along US 64 for four miles to the CAM Site. Golden LEAF also awarded $4 million to the City of Sanford to extend sewer nine miles to the Moncure megasite. Both sites have been identified in the county’s draft Comprehensive Land Use Plan as major employment centers.

“We believe strongly that both of these are great sites that have the potential to attract a large manufacturer,” said Kyle Touchstone, president of the Chatham Economic Development Corporation (EDC). “However, if that doesn’t happen, we’ve improved infrastructure in the areas adjacent to the sites and that infrastructure will be in place whether we have a project or not.”

In both proposals, the county will have the option, but is not required, to purchase the property if a company chooses one of the megasites for development.  In 2016, the county entered into a one-year option agreement to purchase the CAM site property. That agreement expires at the end of June 2017. “The property owner has reinvested a significant portion of the first option payment back into the site for design of the 421 interchange,” said Touchstone.

For the proposed option for the CAM site, Chatham County would split the option cost with the Town of Siler City. Each entity would contribute $25,000 per year for up to five years. If the option is exercised during that term, no further payments will be required.

“In addition, any option payments would be credited to the purchase price. The county’s share of the option would be paid from the funds remaining from the sale of land in the Central Carolina Business Park in Siler City,” said County Manager Renee Paschal. Those proceeds were designated by the Board of Commissioners for economic development.

For the Moncure megasite proposal, Chatham County would pay just $1 for the option to purchase, but would agree to contribute half of the cost the sewer extension not covered by the Golden LEAF grant. This means that the Chatham County and the City of Sanford would each cover an estimated $3.4 million for the sewer system extension.

Chatham’s share of the sewer line construction to the Moncure site will come from coal ash funds negotiated in mid-2015 with Duke Energy. The megasite’s property owner agreed to the $1 option so that the county could directs its funding to extending sewer.

The options for both megasites, if approved by the Board of Commissioners, would be set to expire June 1, 2022.

If the purchase option is exercised for either site, a financial model developed by the EDC with county review shows that the county can repay the cost of the land through additional taxes received from the new business investment. The EDC and County Manager’s Office will recommend a change in the county’s incentive policy stating that the land donation is part of an incentives package and will offset other incentives.

Only nine percent of Chatham County’s tax base comes from industrial and commercial land uses, lower than neighboring counties. A large manufacturer could add hundreds of jobs and transform the tax base with its investment and offshoot businesses.
